SUMMARY OF EVENTS IN JAPANESE-ISLAMIC RELATIONS FOR
DECEMBER 2005
There were four major stories
in December:
1. Tokyo
formally decided to extend the GSDF mission in Samawa for
another year.
2. Japan
and Malaysia signed a Free-Trade Agreement.
3. The
Inpex Corporation indicated their strong intention to pursue
development of Iran’s Azadegan oil field in spite of
the adverse political climate.
4. Reports
emerged that a Pakistani man had come to Japan in 2003 and
attempted to establish a local cell of Sipah-e-Sahaba Pakistan,
an Islamist organization banned by President Musharraf.
In regard
to the first story, there was a lot of activity at the beginning
of December. Tokyo put considerable effort into stage-managing
the announcement of the extension by bringing a parade of
Iraqi officials to Tokyo and have them “request”
the already-decided extension. Also, Defense Agency Chief
Fukushiro Nukaga made a very brief visit to Samawa, just as
his predecessor did the year before. Finally, on December
8th, Prime Minister Koizumi made the expected announcement
that the mission would be extended well into 2006. Stone throwing
and a possible mortar attack by Muqtada al-Sadr loyalists
were played down by the government.
The second item involved only
the third FTA agreement that Japan has signed, and the first
with a Muslim country. There seems to be considerable momentum
toward signing more bilateral FTAs in coming years. In particular,
Indonesia seems eager to “catch up” to Malaysia
in this respect. An FTA between Japan and the Gulf Cooperation
Council is also being discussed.
The third item involves Inpex’s
strategic decision to decisively move forward with the important
oil deal with Iran. Inpex is concerned that the Iranian government
may cancel the agreement if they continue to drag their feet
over the international political issues. The Japanese government
is more reluctant than the company to move forward at this juncture
-- with the intensifying nuclear crisis and President Ahmadinejad’s
exaggerated rhetoric -- but they seem to understand Inpex’s
quite valid concerns that they must either push ahead now, or
be pushed aside later.
The fourth item involves an
event from 2003, but which was only discovered in December 2005.
Sipah-e-Sahaba Pakistan is a radical outfit that apparently
intended to create a terrorist cell in Japan. The man in question
visited mosques in Japan and tried to recruit local Muslims
to his cause. It remains unclear how successful or unsuccessful
he may have been. The significance of the story is that it gives
some definite features to the vague fears of a future terrorist
event in Japan.
Aside from the four major stories,
there were the following smaller or more subtle events in December
2005:
1. “Japan-Oman
Week” was celebrated in Muscat.
2. King Abdallah II of Jordan visited
Tokyo.
3. At Seoul’s initiative,
joint Japan-Korea talks were held on West Asian Policy.
4. Diplomatic talks were held to
strengthen Japan-Pakistan relations.
5. The Dubai-Osaka Economic Partnership
Forum was launched in order to strengthen economic relations
and expand investment.
6. The Israeli Police recommended
only charges of negligence against the first officer of the
Zim Asia in spite of considerable evidence that more serious
charges may have been warranted.
7. Announcements were made that
Prime Minister Koizumi would visit Israel/Palestine and Turkey
in January 2006.
8. Itochu expanded investments
in Indonesia.
9. Lionel Dumont, the accused al-Qaida
operative in Japan, was sentenced to 30 years in his native
France.
10. Oil production began in the
Caspian Sea off the coast of Baku at a platform that is 13.9%
controlled by Japanese interests.
