SUMMARY
OF EVENTS IN JAPANESE-ISLAMIC RELATIONS FOR MAY 2006
There
were five major stories in May 2006:
1)
The Iran nuclear crisis and the dilemma it poses for Tokyo broke
out into public threats and recriminations.
2)
Malaysian Prime Minister Badawi paid a visit to Tokyo and strengthened
bilateral relations on the eve of the new FTA agreement.
3)
A major earthquake in Indonesia gave Tokyo another opportunity
to strengthen its humanitarian emergency response system, and
a new deployment of the SDF.
4)
Distinct signs of warming in Japan-Uzbekistan relations were
apparent through a visit and an exhibition.
5)
The Foreign Minister of Egypt visited Tokyo and used the opportunity
to explain Cairo’s positions on several important West
Asian issues.
The
first issue was of global significance. Both Tehran and Washington
aimed public threats at Tokyo in order to bring about the Japanese
policies they desire. Iranian Ambassador Mohsen Talaei warned
Tokyo that any support for sanctions on Iran would do serious
harm to Japan’s own economic interests. In response, John
Bolton openly chided Tokyo for pursuing its economic interests
in Iran. All these public comments indicated that tempers were
fraying on both sides.
Next,
Malaysian Prime Minister Datuk Seri Abdullah Ahmad Badawi’s
visit to Japan was long, and seemed to be significant. He spoke
at the Nikkei Conference, and proposed bio-technology as the
area in which Japan and Malaysia should expand their partnership.
As the Japan-Malaysia FTA is about to come into effect, the
bilateral economic relationship seems to be quickly strengthening.
Badawi’s mission seemed to be an acknowledgement of that
fact.
Thirdly,
on May 26th, a major earthquake hit Yogyakarta, Indonesia, and
killed several thousand people. Japan quickly sprang into action,
sending several medical teams to the country. Most notably,
there was a small SDF deployment as well, once again demonstrating
Tokyo’s commitment to upgrading the status of the Japanese
military services.
In
regard to item four, Japan-Uzbekistan relations were cooled
somewhat by the Andijan massacre in Uzbekistan in June 2005.
In May, however, there were signs of growing warmth between
Tokyo and Tashkent. Uzbekistan’s Deputy Prime Minister
and Finance Minister, Rustam Azimov, made a quiet but significant
visit to Tokyo, with interest in cooperation in the energy sector
high on the agenda. Additionally, an art exhibition was touring
Hokkaido in which Uzbekistan played the key role.
Finally,
there was a visit to Tokyo by Egyptian Foreign Minister Ahmad
Abul Ghait. He took the opportunity of this visit to speak to
Japanese leaders about nuclear weapons, Israel, Iraq, and Iran.
Although no major new initiatives were announced, he expressed
thanks for Japan’s financial support in building a Grand
Egyptian Museum, which will feature famous relics of ancient
Egypt.
Aside from the five major stories, there were the following
smaller and more subtle events in May 2006:
1)
Turkish leaders asked for Japan’s help on a civilian nuclear
project.
2)
The outgoing Japanese ambassador gave encouragement to the “Honest
Candidate Movement” of Bangladesh.
3)
The energy minister of Brunei visited Tokyo and discussed bilateral
trade issues.
4)
Tokyo debated about how much of a role to play in the Darfur
crisis in the Sudan.
5)
Japanese and Turkish companies announced a joint venture to
build a new airport in Doha.
6)
Israel asked Japan’s help to enter the OECD.
7)
Marubeni became involved in a project to establish a Japanese-style
trading house in Abu Dhabi.
8)
The foreign minister of Albania paid a short visit to Tokyo.
9)
Saddam Husain’s latest novel was published first in Japan
and gained global headlines.
10)
Tokyo indicated its intention to play some role in the conflict
in the southern Philippines, involving Filipino Muslim rebels.
11)
The Fourth Japan-Arab Dialogue was held in Tokyo.
12)
Vice-President Jusuf Kalla of Indonesia appeared to be successful
in his efforts to renegotiate aid conditions with Tokyo.
13)
Putting the nuclear issue aside, regular aid to Pakistan apparently
resumed.
14)
Japan and Indonesia agreed to intensify talks on Malacca Strait
security.
15)
Rice was donated to Gambia.
16)
Mitsubishi gained an interest in a Tunisian gas field.
17)
Japan’s Daikin purchased a Malaysian company to become
the world’s second-largest air conditioning company.
18)
A Japanese movie about the lives of Palestinian women gained
public attention.
19)
The Diet passed “anti-terrorism” legislation that
will have foreign visitors to Japan fingerprinted.
